As one of North Carolina’s fastest-growing coastal counties, Onslow County faces the dual challenge of maintaining an aging portfolio of public facilities while planning for continued population growth. To support long-term capital planning, the County engaged Axias to perform a comprehensive Facility Condition Assessment and Space Needs Study, providing County leadership with the information needed to make informed investment decisions across its facility portfolio.

The initial study evaluated 15 County-owned properties representing a diverse range of public facilities, including the Government Center, Public Works facilities, fire stations, Health and Human Services buildings, Animal Services, parks, libraries, and a museum. Working closely with County leadership and facility staff throughout the project, Axias ensured the assessment reflected operational priorities while delivering a thorough evaluation of architectural, structural, mechanical, electrical, plumbing, fire and life safety systems, and ADA accessibility.

Beyond documenting existing conditions, Axias developed long-term capital renewal forecasts, maintenance and replacement recommendations, and probable construction costs that considered future escalation and anticipated growth. The study also examined the County’s projected space needs over the next 50 years, creating a comprehensive framework for future facility planning (scope that was completed by Axias’ partner, Creech & Associates).

The completed assessment significantly strengthened Onslow County’s ability to prioritize maintenance, repair, renovation, and replacement projects across its aging facility portfolio while supporting more strategic capital planning and budgeting decisions. The quality of the team’s technical work, collaborative approach, and responsiveness to County stakeholders resulted in a successful project and led to Axias and its partner being selected to complete a second phase of work assessing the County’s Judicial and Sheriff’s Complex.
