Adding Value Through FCA Deliverables on the Cape Cod Coast

The Town of Yarmouth, Massachusetts, combines historical charm with natural beauty on the beautiful Cape Cod coast. Axias recently completed Facility Condition Assessments (FCAs) of the Town’s properties, including two firehouses, the town hall, a senior center, and a natural resources/law enforcement building, which range in age from the 1940s to the late 1980s. The assessment helped the Town understand the current condition of its buildings, enabling it to allocate funds for capital planning purposes. To achieve this, Axias produced a detailed 10-year capital expenditure forecast and asset inventory for each building.  

The FCA reports contained a line-by-line breakdown of all identified issues, recommendations for repair or replacement, and cost estimates for implementing the recommendations.  We also provided risk and priority scoring for each recommendation, allowing the Town to identify priority areas for budget allocation.  

As part of our FCA reports, Axias includes charts, graphs, and photographs to allow report readers who are not familiar with the buildings to understand and visualize each building’s issues. The asset inventory also provided a point-in-time record of the equipment installed at each building, its age, condition, technical information, and general condition, which supplemented the larger capital recommendations.   

Following the assessment process, our team met with Town officials and key stakeholders to discuss the findings and ensure they fully understood the process and recommendations. Most importantly, the recommendations were actionable by the Town to address any identified deferred maintenance and plan for timely capital renewal.  

The project was a success, and following the initial assessments, Axias was asked to provide an additional detailed ASTM standard condition assessment of another town building, along with cost estimates for the potential demolition of this disused property. The flexibility of deliverables between different projects, along with a wide range of consultancy-based advice and experience, allowed Axias to deliver concise and accurate information to the Town in an efficient manner.
