South Carolina DDSN | Facility Condition Assessment

Owner: South Carolina Department of Disabilities & Special Needs | Services: Condition Assessment & Cost Estimating

The South Carolina Department of Disabilities & Special Needs (DDSN) provides support and services to individuals with intellectual disabilities, assisting them in achieving maximum independence, productivity, and integration into the community. DDSN offers various residential programs, including community-based housing options, intermediate care facilities, and supported living arrangements.

Axias worked with DDSN to perform facility condition assessments on 57 properties, including residential facilities that house individuals with intellectual and related disabilities and supporting facilities for department operations. The buildings ranged in size, function, and age—the oldest structures dating to the 1960s, with the newer facilities built in the 1990s.  Axias worked with DDSN to establish baselines regarding historical facility care and maintenance, future needs and goals, and any outlying changes that the State may require at individual facilities or for specific facility use types.

The completed assessment reports were critical documents that allowed DDSN staff to make decisions regarding portfolio-wide changes. Axias supported the DDSN team throughout the project lifecycle, navigating a client managerial transition mid-way through the project. After the FCA reports were delivered, Axias provided presentable data in various forms suited to the client’s needs. These included manageable spreadsheets honed for file and data management and intuitive workflows that visualized datasets into configurable dashboard interfaces.
