Axias supports the U.S. Army Corps of Engineers Huntsville Engineering Support Center performing Area Cost Factor (ACF) surveys at more than 400 locations around the world. The area cost factors are used by the Department of Defense for program budgeting. The scope of work at each installation requires market research into construction trends; collection of labor rates for eight different crafts; determination of labor availability; costs for 18 commonly used construction materials; hourly rates for construction equipment; typical labor productivity on projects; and currency exchange rates. Unprecedented market volatility triggered by the pandemic has kept us focused and up to the challenge of gathering the most current data that USACE will then use to develop accurate area cost factors for use in project budgeting.
