In 2016, N.K. Bhandari began a five-year master IDIQ contract for A/E services on an as needed basis for projects that arise as part of the normal operating functions of GSA’s Public Building Service for Region 2. Axias has been supporting N.K. Bhandari with construction cost estimates at the design stage during the final two years of the contract (2020 and 2021).

GSA’s Northeast and Caribbean Region 2 provides workplace solutions to federal agencies in more than 450 federally owned and leased locations located in New York, Northern New Jersey, Puerto Rico and the U.S. Virgin Islands. The region offers a full range of design and construction services, managing a multi-billion-dollar program that includes new and leased construction, as well as alterations and repairs to existing facilities to help meet the space requirements of federal agencies.

Fulfillment of task orders requires a range of services, including site investigations and surveys; feasibility and project development studies; master planning; building evaluation reports; conceptual and full design and documentation; design-build bridging and scope preparation; cost estimating; design and construction phase reviews; and construction administration.

As of July 2021, the IDIQ contract has resulted in 17 task orders, the following projects are among them:

• Joseph P. Addabbo Federal Building, Queens, NY. The 12-story, 932,000-square-foot building, constructed in 1989, is occupied by the Social Security Administration. The project scope for this task order included a 3,500-square-foot renovation of the mailroom and lunchroom.

• Kenneth B. Keating Federal Building, Rochester, NY. Installation of additional security and perimeter fencing around the five-story building and annex located in downtown Rochester. Tenants include U.S. District Court, offices for members of Congress, the Department of Homeland Security U.S. Citizenship and Immigration Services. It also serves as a U.S. Post Office. 

• Thurgood Marshall Courthouse, New York, NY. Renovation of 1,500 square feet in the lobby for security screening.

• James T. Foley U.S. Courthouse, Albany, NY. Replacement of two 200-ton, rooftop air-cooled chillers located next to the judges’ elevator/mechanical penthouse with two properly sized rooftop air-cooled chillers.

• Alexander Hamilton U.S. Custom House, New York, NY.  Renovation of 2,000 square feet in the lobby for security screening.

In December 2020, N.K. Bhandari was awarded another five-year IDIQ contract for A/E services, for which Axias will also be providing construction cost estimates at the design stage.
